Dizon highlighted that traditional long-term flood-control projects would not address the urgent needs of affected communities. During a recent visit to the area, he discussed the flooding situation with President Ferdinand Marcos Jr., who concurred that the issue requires proactive measures.

To enhance drainage and water flow, Dizon identified three key waterways for immediate dredging. He emphasized the need for regular dredging operations instead of sporadic efforts that quickly lose effectiveness.
As part of his immediate action plan, Dizon proposed strategically placing temporary flood barriers in areas prone to overflow. He cited successful examples from other regions and noted that similar structures could be deployed along sections of the MacArthur Highway, which often remain flooded for extended periods.
Additionally, the concept of constructing an earth dike was mentioned. This structure could serve as both a flood defense and an emergency route for residents, offering an alternative path when existing roads are rendered unusable.
