A total of 47 areas in Luzon have been declared under a state of calamity due to the severe impacts of the southwest monsoon, locally known as habagat. The National Disaster Risk Reduction and Management Council (NDRRMC) made the announcement on August 14, 2026.
Among the affected regions, Pampanga reported 21 municipalities and cities in distress, while Cavite accounted for 23 local government units facing significant disruptions. Other areas include Bulacan's Calumpit, Rizal's Rodriguez, and Dagupan City in Pangasinan.
Emergency Response Measures Activated
The declaration of a state of calamity enables immediate access to emergency funds for relief and recovery efforts. It also allows for the implementation of price controls and anti-hoarding measures, particularly for essential goods.
The NDRRMC reported 37 landslides across several regions, including Ilocos, Cordillera, Calabarzon, and Mimaropa.

As of the latest reports, 1,253,010 families, equating to approximately 4.3 million individuals, have been impacted across various regions including Central Luzon and the National Capital Region. About 14,605 families are currently residing in evacuation centers.
The NDRRMC has also confirmed significant damage estimates: agricultural losses are around P390,953,898.04, while infrastructure damages have exceeded P3.3 billion. Furthermore, interruptions in power, water supply, and communication services have been reported in the affected localities.
In response to the crisis, the government has provided P495,415,334 in assistance, comprising both food and non-food items along with financial aid to support those impacted.
