The Maritime Industry Authority (MARINA) in the Philippines faced a severe disruption when its seafarer document system was compromised by a cyberattack. This incident has highlighted critical vulnerabilities in government agencies' digital infrastructures.
Aging Systems and Emergency Measures
MARINA's digital infrastructure, which dates back to 2017, lacks a dedicated disaster recovery system. Consequently, the agency temporarily halted processing of Seafarer Identification Documents (SID) and Seafarer’s Record Books (SRB) to assess and secure its systems.

MARINA had recognized the need for modernization as early as 2024, seeking ₱150 million for hardware upgrades and ₱100 million for a disaster recovery system. However, funding was not allocated, leaving the agency's infrastructure vulnerable.
As digital government services expand, the reliability of these systems is as critical as their availability. An attack that disrupts service can have far-reaching impacts on citizens relying on these essential functions.
