The ordinance has ignited debate since its introduction, with some organizations expressing concerns about its potential to hinder outreach efforts. A preliminary hearing on Proposed Ordinance No. 021 took place on June 29, with various stakeholders, including City Councilor Noel Tulabut, in attendance.

Committee Chairperson Kaye Naguit emphasized the SP's authority to review local measures. During the hearing, discussions focused on the ordinance's provisions and implications for outreach activities.

Councilor Tulabut defended the ordinance, asserting that it is designed to protect residents and facilitate proper coordination between the city government and organizations conducting outreach missions. He noted that similar regulations are operational in other localities.

Tulabut acknowledged the need for amendments suggested by the SP, while also asserting that the provincial board's review is limited to ensuring the ordinance does not exceed its legal authority.

The ordinance's final draft reportedly streamlines the requirements for long-term school-based programs, aiming to ease the process for donors.
