The Supreme Court emphasized that while interconnection fees were reduced, the circular did not necessitate a decrease in retail SMS rates. The issue was escalated to the Supreme Court by former Bayan Muna representatives Carlos Zarate and Neri Colmenares. Their legal challenge, along with the NTC's appeal, was ultimately dismissed by the Court’s 1st Division.
