Senate Minority Leader Alan Peter Cayetano's emergency response team delivered essential supplies to flood-affected areas in Pampanga on September 4 and 5, 2026. The outreach focused on communities that have struggled with severe flooding for nearly a month.

Extensive Outreach Efforts

The team's efforts spanned multiple towns, including Candaba, Macabebe, Apalit, Sasmuan, Bacolor, and San Fernando City, benefiting over 1,100 individuals. This included evacuees, transport workers, and vulnerable populations.

Kami po ay lubos na nagpapasalamat sa pagmamalasakit ninyo sa aming mga kabarangay. Malaking tulong po itong mga napadala ninyong food packs para sa aming evacuees dito.

Wilfredo Danting, Barangay Chairperson, San Vicente

In Candaba, Barangay Chairperson Billy Pamintuan indicated that the area experienced its worst flooding this year, with many families affected. Floodwaters have been persistent, causing significant disruption to local livelihoods.

The prolonged flooding has not only affected the residents' immediate needs but also their long-term economic stability, forcing farmers to shift to fishing as farmlands remain submerged.

Cayetano's team identified a range of urgent needs during their visits, including requests for rescue boats, clean drinking water, and improvements in drainage systems.

Advocacy for Long-term Solutions

In addition to immediate relief efforts, Cayetano has advocated for a permanent Emergency Response Department since 2013 to enhance disaster preparedness and recovery. He reintroduced this proposal as Senate Bill No. 105 in July 2025.

Cayetano has called for a national dialogue on flood management, emphasizing the need to tackle both infrastructural issues and systemic corruption in flood control projects.
