At a press conference after the 48th ASEAN Summit in Cebu, President Ferdinand R. Marcos Jr. emphasized the urgency of establishing stable energy supply chains and fostering regional cooperation in energy security.
ASEAN Framework Agreement on Petroleum Security
A key measure discussed was the expedited ratification of the ASEAN Framework Agreement on Petroleum Security (APSA). This agreement would enable member states to support each other during fuel shortages.

The APSA allows countries to provide at least 10 percent of their domestic fuel requirements to members facing shortages.

Operationalization of the ASEAN Power Grid
In addition to the fuel-sharing pact, ASEAN leaders discussed the operationalization of the ASEAN Power Grid. This initiative aims to connect the electricity networks of all member states.
President Marcos highlighted that the power grid would facilitate cross-border electricity trading, enhance renewable energy integration, and help provide affordable electricity to nearly 700 million people across Southeast Asia.
