Officials from the Cybercrime Investigation and Coordinating Center (CICC) and the Council for the Welfare of Children (CWC) are advocating for enhanced safeguards on platforms like Roblox, citing the rise in child exploitation cases linked to online gaming.
During a recent session hosted by Rappler, CICC Executive Director Alexander Paraiso and CWC Executive Director Angelo Tapales outlined pressing concerns about child grooming and radicalization occurring within digital gaming spaces.
Escalating Threats in Online Gaming
Tapales noted alarming reports of predators using gaming platforms to engage in grooming, cyberbullying, and even recruitment for extremist activities. "We have observed that bad actors are migrating or using these platforms to harm children," he stated.
“Gaming platforms should be by design, safe,” Tapales emphasized.
The Grooming Process
Paraiso elaborated on how groomers exploit the gaming environment, creating content that attracts vulnerable children. Once identified, these children are often moved to less regulated messaging apps for further manipulation.
He revealed, "What they do is take them out of the platform into other messaging platforms, where indoctrination becomes more direct."
Parental Involvement is Crucial
While the CICC focuses on regulatory efforts, the CWC stresses that parents must play an active role in their children's online activities. Tapales urged parents to be observant and involved without excessive policing.
He advises parents to watch for behavioral changes that could indicate online distress or exploitation. Signs include secrecy about online activities and withdrawing from family interactions.
“Child protection starts at home,” Tapales asserted.
Government Demands for Roblox
Paraiso outlined several non-negotiables for Roblox to avoid potential bans, including establishing a local office and improving age verification systems. He criticized the platform's current measures, stating that minors can still access inappropriate content.
He noted, "Existing AI-powered age estimation systems are unreliable. We need a single source of truth for age verification, like the PhilSys ID system."
A Call for Legislative Action
Both agencies emphasized the need for Philippine laws to evolve alongside technology, particularly in addressing online sexual abuse and exploitation.
Tapales pointed out the rising global trend of AI-generated child exploitation materials, urging for prompt legislative measures.

In the coming months, the CWC aims to increase parental involvement and reporting among children, while the CICC seeks genuine partnerships with gaming platforms to enhance child safety.
Both officials agree that how Roblox responds to these concerns could set a precedent for regulating future gaming platforms used by minors.
