The Philippines is looking to redefine its position in the global AI supply chain through the Pax Silica initiative, which commenced in April 2026. This U.S.-led project focuses on enhancing supply chains for critical minerals and semiconductors.

The government has proposed a massive 4,000-acre AI-native industrial hub in New Clark City, expected to attract investments ranging from US$40 billion to US$70 billion and create over 130,000 jobs. However, the pivotal question remains: will this initiative genuinely elevate the country's technological capabilities?

Current Standing in the Semiconductor Landscape

In 2025, electronics accounted for US$45.89 billion, making up 54.3% of the Philippines' total exports. Semiconductor components constituted 40.9% of these electronic exports during the first half of the year, highlighting the country's integral role in the global semiconductor supply chain.

Despite this involvement, the Philippines has largely remained entrenched in lower-value activities, primarily assembly, testing, and packaging. The Department of Trade and Industry aims to advance beyond these stages into more lucrative realms like chip design and wafer fabrication.

Pax Silica aspires to enhance the Philippines' standing by fostering an ecosystem that connects tech firms, research institutions, and government bodies. This initiative aims to generate higher-value manufacturing and local processing of critical minerals, potentially allowing the country to retain more economic benefits.

However, experts caution that simply increasing facilities does not equate to genuine technological advancement. The real challenge lies in empowering local engineers and researchers to achieve ownership of the technology.

Job Creation vs. Job Quality

While the potential to create 130,000 to 190,000 jobs is enticing, the critical issue is whether these roles contribute to advancing technology in the Philippines. The nation needs skilled professionals in semiconductor engineering and R&D, not just factory workers.

Cerdenia emphasizes that the focus should be on the quality of jobs rather than their quantity. The initiative must ensure access to research and technology that will ultimately benefit Filipino workers.

Long-Term Implications for Technological Independence

Engaging in global technology supply chains is not synonymous with control. The Philippines has a well-established semiconductor industry but lacks a domestic fabrication facility and advanced design capabilities. The OECD has pointed out the need for significant investment in R&D to close this gap.

Cerdenia warns that without fostering local expertise, the country risks becoming a mere contributor of resources and labor while the most valuable technologies remain in foreign hands.
