Senator Francis 'Chiz' Escudero has filed a new bill aimed at strengthening the Philippines' anti-drunk and drugged driving law. The proposed Senate Bill No. 2078 seeks to address enforcement gaps that have hindered justice for victims of road accidents.
Escudero's proposal comes in response to growing calls from road safety advocates and families affected by drunk driving incidents, including the family of Cebuano entrepreneur Kingston Ralph Cheng.
Addressing Enforcement Issues
The new bill aims to amend the existing Republic Act 10586, also known as the Anti-Drunk and Drugged Driving Act of 2013. Escudero emphasized the need for updates to reflect current realities and improve public trust in law enforcement.
'This bill is about saving lives and restoring public trust in the law,' Escudero stated.
If enacted, the law would require law enforcement officers to conduct sobriety and drug tests within two hours of any accident involving injury or death. Failure to comply could result in administrative sanctions.
Stricter Penalties and Clearer Standards
Senate Bill 2078 proposes stricter blood alcohol concentration limits tailored to different driver classifications. This includes a 0.00 percent limit for high-risk drivers and a 0.02 percent limit for private motorists.
The bill aims to increase penalties under the current law to enhance its deterrent effect and ensure swift action in investigations.
'If there is someone who got hurt or died, the investigation should be automatic and fast,' Escudero added.
The proposed legislation reflects a growing consensus on the need for more stringent measures to combat drunk driving in the Philippines.
