Davao City is facing scrutiny over its flood control projects after recent flooding devastated communities, prompting ACT Teachers Party-list Rep. Antonio Tinio to demand an investigation.

The Ombudsman must examine the full chain of accountability — from budget itemization and approvals to bidding, implementation, inspection, and payment — because this involves billions in public funds and flood control projects that directly impact public safety.

Tinio's concerns follow a House resolution which identified P4.44 billion in irregularities across flood control projects from 2019 to 2022. He emphasized that many projects, which were supposedly complete, are still pending verification.
The lawmaker pointed to 80 out of 121 projects flagged for serious issues, such as overlapping contracts and incomplete works despite payments made. He has also called for a closer look at congressional insertions linked to Rep. Paolo Duterte.
Tinio urged the Ombudsman to prioritize verifying the status of projects along the Davao and Matina rivers. He warned that unfinished flood control infrastructure leaves residents vulnerable to future flooding.
