The Philippines is optimistic about the imminent resolution of issues surrounding the Code of Conduct in the South China Sea (SCS). Foreign Secretary Ma. Theresa Lazaro made this statement following the ninth Philippines-Malaysia Joint Commission Meeting held in Manila.

Progress in Negotiations

During the meeting with Malaysian Foreign Minister Dato’ Seri Utama Haji Mohamad bin Haji Hasan, Lazaro highlighted the importance of maintaining momentum in the ongoing negotiations. She remarked on Malaysia’s role as co-chair in discussions with China.

We remain optimistic about the conclusion of the negotiations within the year.

  • Commitment to self-restraint and international law

Lazaro also emphasized the need for all parties to engage actively in talks, particularly on illegal and coercive actions affecting coastal states. Both nations reiterated their commitment to upholding the United Nations Convention on the Law of the Sea.

Broader Regional Cooperation

The SCS negotiations are part of broader discussions that also included the situation in Myanmar and security cooperation between the Philippines and Malaysia. Both countries aim to enhance their defense ties and foster collaboration in areas like trade and the digital economy.

As the Philippines seeks to assert its rights in the South China Sea, this ongoing dialogue is critical. The Code of Conduct is expected to provide a framework to manage tensions in these contested waters.
