The incident arose on Tuesday while they were discussing a failed attempt to arrest Senator Ronald 'Bato' dela Rosa. Padilla expressed his discontent, stating, 'I’m really not used to being shouted at.' He plans to submit the complaint to the Senate committee on ethics.
Padilla's frustration stemmed from Pangilinan's interruption during the discussion. The latter argued that the matter should have been referred to the committee on rules.
The altercation escalated when Padilla insisted that the arrest warrant for Dela Rosa was only made public on Monday night. Pangilinan insisted the issue was already under the rules committee's jurisdiction.
Padilla stated, 'I would like to file a complaint against Sen. Pangilinan for shouting.' He noted that such behavior is unacceptable in the Senate.
Senate President Loren Legarda, who was presiding over the session, had to pause proceedings to calm the situation.
After the session, Pangilinan approached Padilla to offer a handshake, which was declined. Padilla indicated he would reconsider his stance if Pangilinan offered a public apology.
