A bill seeking to delay the Barangay and Sangguniang Kabataan Elections (BSKE) from November 2, 2026, to November 27, 2028, has been introduced by Rep. Javier Miguel Benitez and 63 other lawmakers. The authors cite significant operational and economic disruptions as key reasons for the postponement.
Economic Pressures and Electoral Stability
In their explanatory note, the lawmakers highlighted a global energy crisis linked to conflicts in the Middle East. This unrest has pushed domestic diesel prices to Php172.90 and gasoline over Php100 per liter.
Inflation rates have also surged, reaching 6.4 percent in June 2026, with transport costs rising by 12.8 percent. These factors threaten the Commission on Elections' (Comelec) budget, originally estimated at Php19 billion for the elections.
The proposed postponement is anchored on severe operational, economic, and logistical disruptions that directly threaten the conduct of a safe, honest, and credible nationwide election.

Additionally, natural disasters have compounded these challenges. Severe earthquakes in late 2025 and mid-2026 damaged public school classrooms, which are primary voting centers.
The lawmakers argue that delaying the elections would alleviate pressure on Comelec, teachers, and security forces, especially with the Bangsamoro Parliamentary Election scheduled for September 14, 2026.
Legally, the bill is positioned to meet the standards set by the Supreme Court in previous rulings. Unlike past postponements, this proposal is based on verifiable public emergencies and guarantees a fixed future election date.
