The new vessel, named after a pre-colonial leader of Manila, aims to bolster the Navy’s operational capacity and enhance maritime security. Marcos remarked that this acquisition is a significant step toward a modern and self-reliant naval force.
He expressed confidence that the Navy’s crew would exemplify the Filipino spirit, stating, "may you sail her with pride and let the world know that the Filipino spirit will never be intimidated."
