The Land Transportation Office (LTO) and the Social Security System (SSS) were the most complained agencies in the first quarter of 2026, as reported by the Anti-Red Tape Authority (Arta).
The LTO, part of national government agencies, received 152 complaints from January to March, with 132 resolved, marking a resolution rate of 87 percent.
The SSS, meanwhile, received 156 complaints, resolving 112, resulting in a 72 percent resolution rate.
Arta's report shows the LTO has overtaken the Food and Drug Administration (FDA), which received the most complaints last year.
Most Common Complaints
Complaints primarily focused on delays in processing applications, additional requirements, and violations of the agencies' Citizen’s Charter.
Considering the volume of transactions and applications that they receive, we cannot really avoid that they become the subject of a complaint.

Perez emphasized the need for ongoing engagement with these agencies to improve public service, stating that Arta considers them partners.
LTO Chief Assistant Secretary Markus Lacanilao acknowledged the complaints and pledged to address the issues, including launching an initiative for public reporting of concerns.
