Senator Panfilo 'Ping' Lacson presented a progress report on the Senate blue ribbon committee's investigation into flood control projects on May 5. His report comes amidst a lack of sufficient support from fellow senators, with only seven signing it.
Lacson highlighted the public's demand for transparency regarding the alleged systemic corruption in flood control initiatives. His report, based on hearings that began in August 2025, requires nine signatures for formal submission.
Among the seven who signed are Senate President Vicente Sotto III, along with Senators Raffy Tulfo, Erwin Tulfo, Bam Aquino, Kiko Pangilinan, and Risa Hontiveros. However, Tulfo expressed reservations, stating he could not agree with limiting further investigations to only a few colleagues.
Several senators, including Chiz Escudero and Jinggoy Estrada, have been implicated in the controversy, accused of receiving kickbacks from government projects, which they deny.
In his defense, Lacson asserted that the committee had allowed ample time for review of the extensive report, which details allegations of ghost projects and collusion between officials and contractors.
Proposed Reforms and Recommendations
Lacson called for reforms, advocating for stricter procurement rules, enhanced oversight, and improved whistleblower protections. He also suggested reconsidering unprogrammed funds that were used for the flagged flood control initiatives.
This report is intended to establish findings that could lead to legal action, not to serve as a final judgment, Lacson emphasized.
