The local government's release of documents, including the Mayor's Permit and Sangguniang Bayan Resolution 26-163, did not include a crucial certification from the Philippine National Police (PNP). Torrevillas had requested comprehensive records on June 24, 2026, to ensure compliance with the Cockfighting Law of 1974.

Despite the approval, it was reported that the event took place on an unlicensed lot surrounded by makeshift fencing, raising questions about adherence to safety and legal standards.
Torrevillas's concerns were amplified after he received confirmation from Col. Sacro that no police certification had been issued, contradicting statements from Mayor Bernardino Tacoy, who had indicated otherwise during a municipal flag-raising ceremony.
The incident highlights ongoing debates over compliance with the Cockfighting Law, which mandates that special cockfighting events must secure proper approvals to ensure public safety and order.
In defense of the event, Tacoy noted that it was part of the town’s fiesta and claimed all necessary documentation had been secured. He also emphasized the municipality's commitment to combating illegal gambling activities.
