Vince Dizon and Giovanni Lopez are set to swap roles in a significant Cabinet reshuffle directed by President Ferdinand “Bongbong” Marcos Jr. The transition is viewed as a strategic step to enhance the effectiveness of the Departments of Transportation and Public Works and Highways.
During a press briefing on October 26, 2026, Lino Cayetano, Secretary of the Presidential Communications Office, confirmed that Dizon will return to the Department of Transportation (DOTr), while Lopez will head the Department of Public Works and Highways (DPWH).
Dizon previously served as transportation secretary from February to August 2025 before taking over the DPWH in September 2025, following the resignation of Manuel Bonoan amid controversies surrounding flood control projects.
Lopez, who was an undersecretary at the DOTr, stepped into the acting secretary role after Dizon's initial move to the DPWH.
We are shifting gears to accelerate reform,” Cayetano quoted the President during the announcement.

Cayetano emphasized Dizon's new focus on completing critical mass transport projects. These efforts aim to reduce commuting times for workers and students, allowing them to spend more time with their families.
In his new role, Lopez is tasked with continuing and accelerating infrastructure development at the DPWH, which includes vital projects such as road and bridge construction to better serve Filipino communities.
