The Commission on Elections (Comelec) has launched an investigation into over 16,000 pre-shaded ballots discovered during the first Bangsamoro Parliamentary Elections in Basilan.
Comelec Chairman George Garcia stated that the agency found these ballots in 36 out of 69 precincts in Maluso on September 14.
Subpoenas Issued as Investigation Deepens
We are following due process by issuing subpoenas to those potentially involved in the incident.
George Garcia, Comelec Chair
As part of the ongoing investigation, Comelec is tracing the chain of custody to identify those responsible.
Garcia emphasized that issuing a subpoena does not imply guilt, as the individuals will be given a chance to explain their actions.
- More than 16,000 pre-shaded ballots found
- 36 of 69 precincts affected
- Subpoenas issued for investigation
If proven guilty, those involved could face charges of electoral sabotage under Republic Act No. 9369, which mandates severe penalties for tampering with ballots.
Garcia highlighted the complexity of the tampering, noting that it would likely require a coordinated effort involving multiple individuals.
The investigation aims to conclude before the candidacy filing for the 2028 national and local elections in September 2027.
