The Commission on Elections (Comelec) has unveiled its inaugural Data Privacy Handbook in a bid to enhance the protection of voter data and prevent future breaches. This initiative follows the notorious 2016 'Comeleak' incident, where hackers compromised the personal information of over 55 million Filipino voters.
Strengthening Data Protection Measures
Comelec Chairperson George Erwin Garcia emphasized the handbook's importance in ensuring that voters' personal information remains secure and is not misused. He stated that the guidelines outlined in the handbook align with the Data Privacy Act of 2012.
We experienced what was called the 2016 ‘Comeleak.’ As you know, data—specifically information belonging to our fellow citizens—was compromised back then. And we said that this must never happen again.
George Erwin Garcia, Comelec Chairperson
- Protection of voter data is paramount.
- Immediate data requests from government agencies must be justified.
Garcia assured that even government requests for voter information will be scrutinized for justification before any data is released. The handbook sets forth strict policies to govern these interactions, reinforcing accountability within Comelec.
Violations of the handbook's guidelines could result in administrative actions against personnel, including possible suspension or termination. Garcia stated, "We certainly do not want that to happen to anyone—especially regarding administrative cases."
The launch of this handbook marks a significant step in addressing data privacy concerns in Philippine elections, reflecting a growing global awareness of the importance of safeguarding personal information against cyber threats.
