The Commission on Elections (Comelec) has reaffirmed that the 2028 national and local elections will occur as planned, countering rising fears of a ‘No-el’ scenario. This announcement comes as Comelec Chair George Erwin Garcia presented the draft terms of reference for the automated election system.
Garcia stated that stakeholders will have a two-week window to submit feedback, and political parties will also be invited to comment before finalizing the terms of reference.
Concerns Over Election Viability
We are moving forward with the preparations for the 2028 elections and will ensure all systems are in place for a smooth process.

Amid increasing voter registration and potential changes in political dynamics, Comelec plans to procure heavy-duty automated counting machines (ACMs). They estimate needing around 125,000 machines for the upcoming elections, factoring in both the growing voter base and necessary backups.
The Comelec's proactive approach comes at a time when previous elections have faced scrutiny, and the commission aims to enhance public trust in the electoral process. By engaging stakeholders early, Comelec hopes to address any concerns and streamline preparations effectively.
