Borbon Vice Mayor Noel Dotillos has been dismissed from government service due to grave misconduct in hiring practices. The Office of the Ombudsman issued the order following his unauthorized engagement of his retired wife, Dr. Corazon Dotillos, as a municipal consultant.
The Ombudsman’s decision, dated October 15, 2025, found that Dotillos entered into contracts with his wife for consultancy services without the necessary approval from the Sangguniang Bayan, the local legislative council.
Details of the Misconduct
Such manifest intent to violate RA 7160 is considered grave misconduct.
Ombudsman Jesus Crispin Remulla
- Dr. Dotillos was hired without prior authorization for contracts spanning from October 18, 2023, to October 18, 2024.
- The Ombudsman dismissed nepotism charges, citing exceptions for consultants under Civil Service rules.
Dr. Dotillos, who reached mandatory retirement age on October 5, 2021, continued to serve through extensions and contracts that paid her P3,500 daily. The Ombudsman ruled that the contracts lacked specific council approval and a corresponding appropriation ordinance.
This ruling adds to Dotillos's ongoing legal troubles. In July 2025, he faced a previous dismissal for improperly releasing P570,000 in municipal bonuses and hiring his wife without authorization.
Although the Court of Appeals overturned that dismissal in February 2026, allowing him to return to office, the latest Ombudsman decision reignites scrutiny over his governance as he navigates multiple administrative and potential criminal proceedings.
Dotillos's recent election as vice mayor in the 2025 midterms, alongside his son winning the mayoralty, highlights the complexities of local political dynamics and the implications of governance practices in Borbon.
