Biliran Governor Rogelio Espina announced that the province's poverty rate has decreased to 8.5%. This figure represents a sharp decline from 19.9% in 2021, surpassing the national average of 10.9%.
During his State of the Province Address on May 11, 2026, Espina expressed his commitment to further enhance the quality of life for residents. He highlighted the province's impressive economic progress and its upgraded classification from a fourth-class to a second-class province.
Key Factors Driving Poverty Reduction
The governor attributed this success to collaborative efforts among local government units and support from the national government. Initiatives such as scholarship programs for low-income families, agricultural support, and health interventions played vital roles in the improvements.
I can assure you that all Biliranon families will be able to elevate the quality of their lives, but we will not relax our efforts.

A Bright Future for Biliran
With its recent declaration as an insurgency-free province, Biliran aims to attract more investments and promote itself as a tourism hotspot in Eastern Visayas.
