ASEAN leaders are calling for the rapid ratification of the ASEAN Petroleum Security Agreement (APSA), a critical move to secure energy stability across the region. Secretary-General Dr. Kao Kim Hourn expressed confidence that the agreement can be finalized before the 49th ASEAN Summit.
In a press briefing, Kao underscored the agreement's importance in bolstering energy supply chains and mitigating the region's exposure to external disruptions. He confirmed that ASEAN member states have been instructed to expedite the ratification process.

While a specific timeline for completion has not been established, Kao is optimistic that member states will act quickly. 'I cannot give a time frame, but I’m sure that it should be done before the 49th ASEAN Summit,' he stated.
Energy security emerged as a key topic during recent discussions in Cebu, alongside food security and safeguarding ASEAN nationals abroad. Leaders highlighted the need for enhanced regional energy interconnections and diversification of energy sources.
The leaders have given clear instructions that APSA must be expedited by all ASEAN member states.
