Angeles City is moving forward with a proposed ordinance designed to protect utility consumers. Proposed Ordinance No. SP-2026-07, introduced by Councilor Maricel “Marang” Morales-Agoncillo, focuses on enhancing transparency and consumer education in the management of electric and water utility services.

If approved, this ordinance will require utility companies to notify consumers at least 30 days before any rate changes. This aims to prevent unexpected charges and promote consumer awareness regarding their bills.
During a recent session, Morales-Agoncillo emphasized that understanding utility bills is essential. Many residents struggle with terms like 'kilowatt-hour' and 'generation charge,' which often appear without adequate explanation.
She noted, "Ang aim po ng ordinance ay sana mas maintindihan pa ng mga tao how their bills come about. Kasi madalas, we face yung mga jargons na hindi sila familiar sa atin."
The ordinance is currently under consideration by the city council, following discussions with utility representatives and consumer advocacy groups like AGOS, led by former councilor Alex Cauguiran.
