In Cebu City, two women are on a mission to give stray dogs a new purpose. Dulce Orongan, a 49-year-old caretaker, and volunteer Maebel Ceniza, 23, are the driving forces behind the Island Rescue Organization (IRO) and its ‘Doctor Dogs’ initiative.
Every day, Dulce wakes up at 5:00 a.m. to care for 180 dogs at the shelter. For her, motherhood extends beyond human connections; it encompasses the lives of these animals.
Maebel, a pharmacy student, joined IRO to make a difference beyond financial donations. Together, they nurture these dogs, preparing them to become therapy companions.
A Heart for the Homeless
Dulce has spent over six years caring for strays, ensuring they receive proper medical attention and nourishment. Her bond with the animals is deep, often leading her to emotional moments during adoption drives.

The Reality of Shelter Life
Running a shelter is challenging, especially with limited staff. Only three caretakers manage the needs of nearly 200 dogs, relying heavily on donations.
Dulce bears scars from her commitment, sometimes getting bitten while breaking up fights among the dogs. Yet, she sees this as part of her role.

As Mother’s Day approaches, Dulce and Maebel urge potential adopters to consider their commitment carefully. They emphasize that adopting a dog is a long-term responsibility.
We don’t just let anyone adopt because we’ve seen too many dogs returned like unwanted merchandise.
