The Philippine Health Insurance Corporation (PhilHealth) has confirmed the return of P60 billion in excess funds, following a Supreme Court ruling that deemed their previous transfer to the national treasury unconstitutional.
This announcement comes eight months after President Ferdinand Marcos Jr. ordered the funds' return to support the country's health insurance system.
In a statement released Wednesday, PhilHealth expressed gratitude for the government's decision, emphasizing its commitment to meet health care needs for all Filipinos.
Funding for Enhanced Health Services
PhilHealth stated that the funds will be directed towards improving health services and benefit packages. The Department of Budget and Management issued the special allotment release order for the full amount on April 21.
Dr. Israel Francis Pargas, PhilHealth spokesperson, noted that these funds will help finance significant increases in maternity benefits and expand the Yaman ng Kalusugan program to provide more comprehensive care.
PhilHealth reaffirms its commitment to uphold the trust given by the President and the Filipino people.
PhilHealth Statement
The allocation will also support the Guaranteed and Accessible Medications for Outpatient Treatment program, which allows members to access medications for free at select clinics and pharmacies.
Legal Background and Future Plans
The Supreme Court's December ruling voided provisions in the 2024 General Appropriations Act that allowed the funds' transfer. President Marcos directed the return of the funds after identifying savings from other government agencies.
Congress has now allocated P60 billion in the 2026 national budget as a legal remedy to ensure the funds are utilized by PhilHealth effectively.
