A new legislative push is underway to increase salaries for government doctors and limit the working hours of nurses in the Philippines. Quezon City Representative Patrick Michael Vargas is advocating for this change to prevent the migration of healthcare professionals abroad.
Vargas's proposed House Bill No. 3520 seeks to elevate the salary grade of government doctors from Grade 21 to Grade 23, which translates to a raise from approximately P73,303 to P91,306 monthly. Vargas believes this increase will encourage doctors to remain in the country.
He stated, "If we pay doctors well, they will be encouraged to work in the country. We will also ensure that we attract the best and most skilled talent to our public hospitals."
Provisions of the Proposed Legislation
The bill mandates the Department of Health to devise a budget plan to implement this salary upgrade over a five-year period. This phased approach aims to ensure that budgetary adjustments can be made smoothly.
In addition, Vargas has introduced House Bill No. 3398, known as the Care for Nurses’ Welfare Act. This legislation aims to limit nurses' working hours to a maximum of eight hours per shift and no more than 40 hours per week.
Vargas emphasized the importance of adequate rest for nurses, stating, "A rested nurse is an attentive nurse. When our nurses are given enough time to rest and spend with their families, they will return to their workplaces focused on the needs of their patients."
