Cebu City has suspended waste disposal operations at the Binaliw landfill until safety protocols are confirmed, according to Mayor Nestor Archival.
This decision follows a tragic incident on January 8, 2026, when a trash slide resulted in the deaths of at least 35 workers.
Archival highlighted the importance of protecting workers and the environment before resuming operations at the landfill.
Executive Order in the Works
An executive order is set to be issued on May 5, which will prevent the automatic resumption of waste disposal.
The order will also establish a 'Waste Crisis Task Force' to oversee safety assessments and recommend waste management strategies.
It may be open to others, but for the city of Cebu, we are not bringing our waste there, not unless the executive order is pursued and followed.

Independent Evaluations Required
The task force will conduct a comprehensive evaluation of the landfill's stability, drainage, and emergency preparedness.
Use of the Binaliw landfill will only be allowed if it meets all safety requirements outlined in the executive order.
Current Waste Management Options
In the meantime, waste disposal continues at alternative sites, including Aloguinsan.
Mayor Archival noted that the contract with Aloguinsan may end soon, prompting the search for additional waste management solutions.
Landfill Operations Restarted Without City Knowledge
The mayor was unaware of the landfill's partial reopening, which was confirmed by Prime Integrated Waste Solutions, Inc. (PIWSI) during a recent session.
The landfill had started accepting limited waste from commercial sources, but not from local government units.
PIWSI stated they are not currently accepting waste from Cebu City but may bid for future waste management contracts.
