Dr. Rogelio Alicor Panao, a professor at the University of the Philippines Diliman, highlighted the complexities of the situation. He noted that the framing of the issue reflects a broader tension between monopoly control and the democratization of energy access.

Untapped Solar Potential
According to World Bank data, the Philippines has significant solar potential, with a photovoltaic output of 3.93 kWh per kWp per day, ranking it favorably in Southeast Asia. However, this potential has not translated into widespread solar adoption.
Panao pointed out that countries with high solar potential often face structural barriers to harnessing it effectively. The Philippines, with a Human Development Index (HDI) of around 0.70, exemplifies this issue.
Policy Solutions Needed
To unlock solar energy's potential, Panao suggests that the government must address existing policy gaps. He emphasizes the need for streamlined processes for utility-scale projects and a supportive environment for small-scale producers.
Specifically, he advocates for the establishment of administrative 'one-stop shops' for permitting and calls for policies that protect small producers rather than penalizing them.
Additionally, promoting decentralized off-grid systems is essential for reaching remote communities and enhancing urban energy resilience.
Finally, maintaining affordable solar technology and improving grid integration will be crucial to transitioning solar energy into a primary resource accessible to all Filipinos.
