The University of the Philippines Visayas (UPV) and the Iloilo City government have signed a memorandum of agreement to protect the historic Calle Real district. This initiative, known as "Project 3: Heritage as Public Policy," seeks to promote and conserve the area’s architectural heritage.
On May 4, 2026, UPV Chancellor Dr. Clement Camposano and Iloilo City Mayor Raisa Treñas-Chu officially sealed the partnership, with representatives from both institutions present.
Goals of the Agreement
The agreement focuses on enhancing heritage conservation through examining local policies and stakeholder roles impacting Calle Real. It aims to bridge gaps and address governance challenges.
The preservation and promotion of Calle Real's historic buildings is framed as a matter of public policy and governance.
Memorandum of Agreement
The UPV Center for Western Visayan Studies will lead the research, supported by funding from the UP Center for Integrative and Development Studies. Activities will include documentation, policy review, and stakeholder analysis.
The Iloilo City government will assist by providing access to building owners and coordinating logistics for interviews and discussions.
Project Timeline
This project will run from March to December 2026, starting with coordination and staffing, followed by data collection and analysis. A stakeholder forum is planned for late 2026, with final outputs expected by the year’s end.
Calle Real, also known as J.M. Basa Street, is significant for its early 20th-century buildings that embody Iloilo City’s rich cultural and economic history. This partnership aligns with broader efforts to enhance heritage conservation in the region.
