A motorcycle passenger was fatally injured in a collision involving a van on the Transcentral Highway in Cebu City on the night of August 30, 2026.
The victim, identified as Elsa Impas, 39, was pronounced dead at the hospital shortly after the accident, which occurred around 8:36 PM.
Impas was riding with Gerlito Ababon, 35, when their motorcycle was hit by a van driven by Allan Quillobe Jr., 48, who reported brake failure.
Details of the Incident
The motorcycle was moving uphill towards Balamban, while Quillobe's van, carrying 11 passengers, was heading downhill.
According to the Cebu City Police's Traffic Enforcement Unit, Quillobe attempted to avoid an accident by steering left, which led the van into the opposite lane.
The collision resulted in Ababon being thrown into a roadside canal, while Impas was projected onto the van's windshield and then onto the road.
The investigation concluded that the van was at fault for entering the opposite lane and driving against traffic.

Both victims were transported to the hospital, but unfortunately, Impas was declared dead on arrival.
Quillobe remains in custody and faces charges of reckless imprudence resulting in homicide, serious physical injuries, and damage to property.
