BACOLOD CITY — A shooting threat made by a 78-year-old man at the Negros Occidental Provincial Capitol has led to his arrest. John Keng Seng, also known as 'John Sy,' was taken into custody on Thursday morning.
Details of the Incident
Seng was apprehended at the Cottage Road Hall of Justice in Barangay 9 by a coordinated effort from local police and intelligence units. The arrest was based on a warrant for four counts of libel issued by a Mandaluyong City court.
The threat occurred around 11:30 a.m. on September 9, when Seng visited the Provincial Administrator’s Office to withdraw a document. Frustrated by the absence of Provincial Administrator Rayfrando Diaz II, he allegedly threatened to shoot Diaz before leaving.
