Filipino crypto enthusiasts received a stark reminder from the Securities and Exchange Commission (SEC) regarding the future of Binance in the Philippines. The SEC clarified that BlockShoals Technologies Inc.'s admission into its regulatory sandbox does not equate to a license or guarantee for Binance's return.

Strict Evaluation Process for Crypto Firms

Entering the sandbox does not wipe away previous infractions under the Securities Regulation Code.

Rogelio Quevedo, SEC Commissioner
  • BlockShoals Technologies Inc. admitted to the SEC’s Strategic Sandbox.
  • Testing period is limited to technical integrations, not public trading.

The SEC's Commissioner Rogelio Quevedo emphasized that the sandbox serves as an evaluation tool rather than a shortcut to regulatory approval. He noted that the commission's previous penalties against Binance, which operated without a license, still apply. The SEC blocked Binance's website in 2024, and companies must settle fines before entering the sandbox.

BlockShoals has a 90-day window to develop secure connections with a Bangko Sentral ng Pilipinas (BSP)-licensed Virtual Asset Service Provider (VASP). However, this technical integration is explicitly limited and does not imply public operations or trading for Binance.

SEC Chairman Francis Lim pointed out that the evaluation process is lengthy, often requiring two years of scrutiny, as seen in other regulatory environments like Singapore.

Concerns from Traditional Finance

The SEC's engagement with crypto ventures has drawn criticism from traditional financial sectors. Philippine Stock Exchange (PSE) President Ramon Monzon has expressed concerns that Binance's potential return could divert retail investments from local equities to cryptocurrencies.

In response, Lim suggested that the stock market must embrace innovation, such as exploring share tokenization to attract investors. Monzon, however, reaffirmed the PSE's commitment to reforming its offerings to retain retail investors.
