The impending conclusion of the Philippine government's term has spurred a flurry of activity in the Public-Private Partnership (PPP) sector. The PPP Center has reported a project pipeline valued at P3.07 trillion, with agencies eager to finalize as many projects as possible before the leadership transition.
Surge in Project Approvals Expected
Definitely, a lot of implementing agencies, both national and local, would want their projects to be processed, approved, and awarded before the end of this administration to make sure that we have a live contract once there’s a change in government.

As of September 7, there are 266 projects in various stages of development. This includes 180 projects managed by the National Government and 86 by local government units.
- 47 property development projects
- 46 maritime projects
- 27 energy projects
Rizza Blanco-Latorre highlighted the growing interest in sectors such as waste-to-energy and solid waste management, indicating a shift towards sustainable infrastructure.
Transport projects are projected to dominate the pipeline by value, driven by significant capital requirements. Railway initiatives alone contribute P1.97 trillion to the total, with land transport and property developments following.
The dynamics of project initiation have also evolved, with unsolicited proposals from private entities on the rise. Currently, 216 projects, or 81.2% of the pipeline, were initiated by the government, amounting to P1.98 trillion.
