The Bulacan Regional Trial Court is now handling graft charges against contractors Curlee and Sarah Discaya, stemming from alleged irregularities in a flood control project.
The Office of the Ombudsman initiated the complaint, filed by Assistant Ombudsman Mico Clavano and Department of Public Works and Highways (DPWH) Secretary Vince Dizon.
The charges relate to a project in Barangay Bulusan, Calumpit, which has raised serious concerns regarding the misuse of public funds.
We are here today and we have finally finalized the non-bailable cases of graft and malversation (of funds) against Curlee Discaya. Maybe, hopefully, in the coming days he will finally be arrested, like his wife and like their accomplices within the DPWH.

The complaint also implicates several officials from the DPWH's Bulacan 1st District Engineering Office, highlighting a widespread issue of accountability.

Dizon expressed confidence in the accountability of those involved, stating that the next steps involve waiting for arrest warrants to be issued.
Curlee Discaya has been in Senate custody since September 2025 after being cited for contempt, while Sarah Discaya is detained in Lapu-Lapu City Jail, facing similar charges connected to a P96.5-million ghost flood control project in Davao.
Recent allocations for flood control projects in Bulacan have reached P70.34 billion from 2022 to 2025, raising concerns about transparency and management of public funds.
