The Department of Labor and Employment (DOLE) has outlined specific pay regulations for workers in the National Capital Region (NCR) during the upcoming Asean Summit holidays.

From November 16 to 18, 2026, the country will observe special non-working days in connection with the 49th Asean Summit.

Pay Guidelines for Workers

According to Labor Advisory 16 issued by DOLE, the 'no work, no pay' principle will apply for employees who do not attend work during these days.

Employees who report for work will receive an additional 30 percent of their basic wage for the first eight hours.

Francis Tolentino, Labor Secretary
  • 130% of basic wage for the first eight hours for those who work on these holidays.
  • An additional 30 percent of the hourly rate for overtime work beyond eight hours.

Additionally, if a special non-working day coincides with an employee's scheduled rest day, they will receive a 50 percent premium for the first eight hours worked.

The advisory was signed by Labor Secretary Francis Tolentino on September 28, 2026, ahead of the Asean Summit.
