The Department of Migrant Workers (DMW) has issued Advisory No. 23 for 2026, allowing limited crew changes for Filipino seafarers in Middle East conflict areas. This decision comes after a ceasefire agreement and safety assurances from Iran.
DMW Secretary Hans Leo J. Cacdac signed the directive, which outlines strict protocols for vessels in War Operation Areas, particularly in the Persian Gulf, Strait of Hormuz, and Gulf of Oman.
The advisory permits temporary crew changes but clarifies that it does not lift previous suspensions completely. Changes are allowed under specific conditions, and safety remains a priority.
The new policy follows recommendations from major maritime organizations such as the Associated Marine Officers' and Seamen's Union of the Philippines (AMOSUP) and the Joint Manning Group (JMG), who urged a managed risk approach to ensure the safety of seafarers.
Strict Protocols for Crew Changes
According to the DMW, licensed manning agencies and shipowners must conduct risk assessments before crew changes. They need to submit detailed reports regarding vessel seaworthiness, port security, and travel itineraries.
Seafarers retain the right to refuse to sail in war zones, emphasizing the importance of their safety during this process.
Replacement crew members must acknowledge the risks associated with the Middle East conflict by signing a notarized declaration before joining vessels.
Transit routes for seafarers must be secured, and nonessential travel is prohibited. Any deviations from planned movements must be documented.
Immediate Suspension if Hostilities Resume
The advisory stipulates that if hostilities restart, all crew changes will be suspended until a stable ceasefire is confirmed. The DMW encourages shipowners to provide alternative employment for displaced Filipino seafarers.
The department stressed that the safety of all Filipino crew must be prioritized at all times.
