Dizon's tour included areas like Mayombo and Caranglaan, where he evaluated roads and drainage systems. Accompanied by Vice Mayor Dean Brian Kua, Dizon's visit was notably absent of Mayor Belen Fernandez, who communicated her support via social media.
One highlight of the inspection was the flood-control system at St. John the Evangelist Cathedral. Dizon noted its efficient design, which features deep drainage and temporary water containment, as a potential model for other flood-prone areas.
In discussions with local church leaders, Dizon expressed interest in using the cathedral's flood-control project as a reference for future initiatives. The system has reportedly prevented backflow from drainage, showcasing its effectiveness.
Following his assessment, Dizon pledged to mobilize dredging equipment to mitigate immediate flooding risks. Pangasinan Governor Ramon Guico III has committed to dredging upstream portions of the Sinucalan River, which has been contributing to high water levels in nearby villages.
As part of medium-term strategies, Dizon announced plans for retention basins to be included in the 2027 budget. These basins aim to alleviate flooding before the rainy season.
Looking further ahead, he mentioned a proposed 47-hectare man-made lake designed to temporarily store excess floodwater, directing it safely toward the river system.
Dizon emphasized a shift from planning to execution, adhering to President Ferdinand Marcos Jr.'s directive for actionable flood management. His approach targets immediate repairs, medium-term infrastructure, and long-term water retention solutions.
