Leaders of the Association of Southeast Asian Nations (ASEAN) have pledged to accelerate digital transformation and artificial intelligence (AI) integration across the region. This initiative is part of a broader strategy aimed at enhancing long-term development and competitiveness.
During their recent summit, ASEAN leaders reaffirmed their dedication to empowering micro, small, and medium enterprises (MSMEs) through the Strategic Action Plan for MSME Development 2026–2030.
The plan outlines key measures to facilitate digital transformation, strengthen the integration of MSMEs into global value chains, and promote environmentally friendly practices.
Southeast Asia's Digital Powerhouses
Vietnam, Malaysia, and the Philippines are emerging as leaders in Southeast Asia's digital economy. Recent statistics show the Philippine digital economy accounted for 9.8% of the nation's gross value added (GVA) last year.
In 2025, the digital economy generated approximately P2.74 trillion in GVA, reflecting a 5.4% increase from 2024. This sector employs over 10 million Filipinos, highlighting its significance in the labor market.
Employment Trends in Digital Sector
E-commerce represents the largest share of employment in the digital sector, accounting for 75.8%. Digital-enabling infrastructure follows at 23.3%, with digital content and media contributing 0.8%.
The leaders also recognized the introduction of the ASEAN Framework and Action Plan for a Just and Inclusive Transition to Green Jobs (2025–2030), promoting fair employment practices.

The ongoing development of an ASEAN Declaration on Strengthening Labor Market and Social Resilience is anticipated to create a framework that supports a resilient and inclusive labor market.
Future Prospects for Digital Integration
ASEAN is also looking forward to finalizing the Digital Economy Framework Agreement (DEFA), aimed for signature at the upcoming 49th ASEAN Summit in November.
This landmark agreement seeks to enhance regional digital integration through cooperation in various areas including digital trade, e-commerce, and emerging technologies like AI, positioning Southeast Asia as a competitive digital hub.
