In a recent Tugon ng Masa survey conducted by OCTA Research, Vice President Sara Duterte remains the preferred candidate over former Vice President Leni Robredo for the upcoming 2028 presidential election, although her lead has diminished.

Declining Support Amid Political Landscape

The tightening is worth reading carefully. At the national level, the movement on both sides is modest: Robredo’s support was essentially flat, moving from 35% to 34%, while Duterte’s declined by three points, from 46% to 43%.

OCTA Research
  • Duterte: 43% support, down from 46%
  • Robredo: 34% support, down from 35%
  • 22% of respondents were undecided or chose neither

The survey, conducted between July 4 and 11, 2026, indicates Duterte leads Robredo by nine points, a decrease from an 11-point lead earlier in the year.

Notably, the undecided voter segment has grown from 19% to 22%, suggesting potential volatility in voter preferences as the election approaches.

Regionally, voting preferences show significant divides. Duterte and Robredo are tied in Metro Manila, while Robredo has strong support in Balance Luzon, and Duterte dominates in the Visayas and Mindanao.

Duterte's strongest backing comes from younger voters, particularly those aged 25 to 34, while Robredo appeals more to older demographics, showing a clear generational divide in support.

The survey results are crucial for both candidates as they prepare for a highly competitive electoral battle. The shifting dynamics also reflect broader political sentiments in the Philippines as 2028 approaches.
