The Bangko Sentral ng Pilipinas (BSP) has introduced a draft memorandum requiring licensed Virtual Asset Service Providers (VASPs), e-wallets, and banks to connect with the National ID Authentication Services (NIDAS) within 90 days. This initiative is part of a broader effort to enhance the security and efficiency of financial transactions in the Philippines.
Transforming Customer Verification Processes
Financial institutions are transitioning from traditional ID verification methods to real-time checks against the government's central identity database. This eliminates the need for customers to submit physical IDs for account verification.
NIDAS enables BSIs to leverage the National ID for more accurate, secure, and efficient customer identification and verification, strengthening know-your-customer processes.

- Tier 1: Basic Online Authentication returns a simple identity confirmation.
- Tier 2: Electronic KYC allows for deeper demographic data exchange.
Institutions must complete their applications to the Philippine Statistics Authority (PSA) to be considered compliant. If a customer lacks a National ID or if the NIDAS system malfunctions, alternative government IDs will still be accepted.
Two-Phase Implementation Timeline
The BSP has divided the rollout into two phases:
- Phase 1: High-volume platforms, including VASPs and digital banks, must comply within three months.
- Phase 2: Non-retail banks and payment operators have six months to integrate.
Newly licensed entities after the memorandum's issuance will also face the same compliance timelines, ensuring that all players in the market are held to the same standards.
Addressing Onboarding Challenges and Fraud
The integration aims to reduce high customer drop-off rates during onboarding and combat identity fraud. With around 80% of Filipinos registered under the Philippine Identification System, the mandatory connection to NIDAS establishes a consistent method for identity verification across the digital finance landscape.
Failure to meet the compliance deadlines may result in enforcement actions from the BSP, emphasizing the importance of timely integration.
